為需要的角落引光 Shed Light Upon Forgotten Corners

本會自1966年創立初始,即以慈悲利他精神為實踐基礎,從親自訪視濟貧起始,開展58年的慈善志業。58年來我們透過第一線訪視觀察社會現況,循著社會脈動回應公益關注者的需求,不忘初衷,聞聲救苦,服務弱勢,哪裡有需要,我們便為有需要之處引進陽光。 Since its founding in 1966, the Tzu Chi Foundation has nurtured the spirit of compassion and altruism. We started with home visits to help the impoverished and have been developing our charity work for 58 years. In the early days, Master Cheng Yen personally led Tzu Chi volunteers on home visits, observing the social plight that “poverty leads to illness, and illness leads to poverty.” This was the beginning of the Foundation’s medical charity work. The medical resources in the eastern region of Taiwan were poor, and there was a shortage in the medical and nursing workforce. As a result, we founded the Tzu Chi School of Nursing to help indigenous students in the eastern region receive their schooling. This was the beginning of the Foundation’s educational charity work. For 58 years, we have observed the social bearings through front-line visits, responding to the needs of stakeholders according to social trends, remembering our original motivation of alleviating suffering, serving the disadvantaged, and bringing sunshine where it is needed.

在我們長期關懷的個案中,現代家庭型態越趨多元,脆弱家庭的狀況也漸複雜,以2023年所關懷的個案家庭型態比例中,發現需要關懷的服務對象各自面臨多種原因和挑戰,我們透過訪視實際了解每個個案面臨的狀況,針對不同的核心困境提供不同的協助,透過資源連結和陪伴的方式提升家庭功能及心理支持幫助個案朝著自食其力的目標前行。 Poverty Relief and Assistance / New Shoots Scholarship. As modern family structures evolved, the needs of vulnerable families under our long-term care have become increasingly complex. Based on 2023 data, the situations of vulnerable people under our care cannot be attributed to their family types entirely; the challenges they face stem from a combination of different factors. Through home visits, we gain an understanding of each case’s condition and give individualized support. Only by helping to strengthen family functions and focusing on core issues can we help families progress towards self-sufficiency objectives.

人道關懷與災害援助是慈善服務的一環,我們秉持「無緣大慈, 同體大悲」的精神,以「直接、重點、尊重、務實、及時」的原則,橫向串連地方政府及民間單位共同合作,建立全球性網絡,縱向連結聯合國、國際非政府組織、海外慈濟志工、當地政府與機構等合作,在遵循各國法令下,進行跨國界人道救援,喚起人人善念,並運用科學方法評估災害之主客觀因素,規劃短中長期援助和重建,落實推動「取之於當地、用之於當地」的慈善永續發展模式,2016年,慈濟在人道救助及救災工作被認可,成為國際支援團體組織(International Council for Voluntary Agencies)的會員之一,並每年參與ICVA的年會和工作組。 Humanitarian care and disaster relief are part of charitable services. We do not discriminate based on race, nationality, language, skin color, or religious belief. We uphold the spirit of “impartiality with great compassion and universal love with great empathy.” We follow the principles of “directness, focus, respect, pragmatism, and timeliness.” We connect with local governments and private units horizontally to cooperate and establish a global network and connect vertically to collaborate with the United Nations, international non-governmental organizations, overseas Tzu Chi volunteers, local governments, and institutions. We provide transnational humanitarian relief according to the laws of each country, awaken the people’s kindness, and use scientific methods to assess the objective and subjective factors of each disaster. We provide short-term, medium-term, and long-term assistance and reconstruction, following the “take from the local and use it for the local” charity sustainable development model. In 2016, Tzu Chi was recognized for its humanitarian aid and disaster relief work and became a member of the International Council for Voluntary Agencies. We participate in ICVA’s annual meetings and working groups every year.

「少子化、異質化、老人化」是臺灣社會三大挑戰,內政部戶政司2022年人口統計數據,臺灣人口數從2019年開始連續3年出生率低於與死亡率的樣態,我國六十五歲上老年人口比則在2022年就已達17.5%,進入高齡社會,預估2025年成為超高齡社會國家;2022年全年出生數比起2019年,大幅銳減15%;少子化直接影響的還包括青年勞動力下滑,從千禧年開始,臺灣出生人口數低於30萬人,從自然增加率來看,從2000年的8%,隔年掉至6%,2005年已不到3%,造成後續從2010年開始,臺灣15-29歲的青年人口逐步下滑,從2010年的508萬人,到如今青年人口比例下降了21%,已不到400萬人,加以零工經濟的興起,讓臺灣青年勞動人口大幅下滑。環顧幼齡關護、青年協助和長者照顧,我們透過慈善服務協助不同年齡層學習愛與歸屬、尊嚴和自我實現來回應社會現況。 Low birth rate, diversification, and the aging population are the three major challenges facing Taiwanese society. According to population statistics of the Ministry of the Interior’s Household Registration Department in 2022, the number of births dipped below the number of deaths in Taiwan for three consecutive years, starting in 2019. The proportion of the population in Taiwan aged 65 and overreached 17.5% in 2022 as it became an aged society. Taiwan is expected to become a super-aged society by 2025. The number of births in 2022 decreased by 15% compared to 2019. The low birth rate directly affects the decline of the youth labor force. Since the millennium, the number of births in Taiwan has been lower than 300,000. From the perspective of the natural increase rate, it dropped from 8% in 2000 to 6% in the following year and to less than 3% in 2005. As a result, the number of young people aged 15-29 in Taiwan has gradually decreased since 2010. From 5.08 million in 2010, the proportion of young people has now decreased by 21% to less than 4 million today. In addition, the rise of the gig economy has led to a sharp decline in the youth labor force in Taiwan. Our charitable services provide education on love, belonging, dignity, and self-realization for people of all ages in response to current social needs through early childhood care, youth assistance, and elder care.

「慈善工作需落實社區方能就近。」慈濟志工帶動鄉親加入志工行列,一起融入社區,投入社會服務,掃街、資源回收、關懷長者、照料貧戶,也舉辦婦女成長班、親子成長班或健康照顧等,凝聚社區民眾感情,發覺隱於社區中的社會邊緣人,讓弱勢者皆能受助、找到肯定和尊嚴。

Charity work must be implemented at a community level to make charitable services accessible. Tzu Chi volunteers encourage local residents to join the volunteer ranks and work together to integrate into the community and participate in social services. They clean streets, recycle resources, care for older people, and help the impoverished. They also organize women’s skill development classes, parent-child bonding activities, and health care services. The volunteers do all of this to strengthen the bonds between community residents, identify marginalized people living in the community, and help all disadvantaged people find assistance, affirmation, and dignity.
